The single largest cost driver is never technology — it is how much is still undecided. Each unanswered question in the requirements becomes a buffer inside the number you receive. Integrations are the second big multiplier. A screen that writes to your own database is predictable; the same functionality talking to an old accounting system is not. The quoted figure is rarely the full cost of ownership.
